This has been going on since at least as far back as the late 80’s. I can remember seeing the “No Swimming” signs on beaches when I was little kid. When I asked “Why?” , parents told me it was dirty.
That’s sad for the ocean and people wanting to enjoy the beach

Mexico is south of San Diego. Rivers don’t follow north only south. Even he said himself ” down river” tijuana is downstream of San Diego. So he’s got it backwards or they’re lying on Mexico as usually bec its impossible for it to be the way he Said. That’s L.A trash
For the record it’s pretty much just imperial beach that has this issue because it’s right next to the border. But yes it’s disgusting and Mexico refuses to do anything about it. However everything north of there is totally fine. I’m in northern San Diego and the ocean is pristine here. we make a huge effort to have very clean water and clean beaches, we have the largest desalination plant on this side of the world because we understood we needed to take care of our environment and couldn’t push Mother Nature to its breaking point.
