I would like to introduce you to the concept of heat exchange, where the chemical laden water is on one side of the exchanger and clean, chemical free water on the other. The latter can be released to the sewer or reused in a retention pond.
This is how industrial cooling systems have worked for decades, but don’t let facts get in the way.

I don’t know man, maybe it’s because we have a robust treatment facility where I live but does nowhere else have this? You do understand that basically every large building has heating and cooling loops that need flushing periodically, and that they also use chemicals to treat that water?

Is reverse osmosis not an option? It would concentrate the pollutants and they could then isolate the suspended chemicals more easily into more pure solutions, no? Like how gold and silver are precipitated out of solutions. Not saying the chemicals themselves would be useful, just less trashy as they are in their current state.

Wastewater operator here, they will have discharge monitoring enforced by the state. If they discharge to a sewer and fall out of compliance the locality will shut them down. If they discharge to a lake/river and fail to discharge at or better than the quality of the water they send to the EPA/state can/will shut them down and force them to pay fines or clean up the pollution.
And Trump stripping the EPA those regulations will never happen.
