Satellites are balloons
the description of the balloon is idiotic … the stuff of excitable, young minds.
It’s the “5 minute abs” of weapons.
“What happens when someone has a 4 minute abs?”

If you put your balloons at 80,000 feet, the enemy sends up their balloon to the same altitude or a little higher … their one balloon targets your 1000 balloons with 2000 shots … targeting using their satellites.
So you send up your satellites and … their satellite is ready to shoot your satellite.
Then your AI is smarter and faster than their AI … so they just go and drop nerve gas on your whole continent. Because they’re zealots believing the next life awaits their martyrdom.
There is no way to share the planet with religious zealots as they acquire advanced weapons.
p.s. the “balloon” idea put to war in the 1700s. The Zeppelin was going to be the defensive “dome” but it was sabotaged (in part by the cost of Helium) because there was the worst of all military enemies forming its armies: the corporations and the advent of for-profit wars.

The balloon will be cheap – whatever sensor or payload they put on it will be very expensive.
Anything that emits can be found – anything that relies on an established link, gps or otherwise, can be jammed or spoofed. The fiber optic drones used in Ukraine have been useful because they are unjammable, but come with thier own set of limitations.
